(RFP) Housing Authority of The County of San Bernardino 715 East Brier Drive - San Bernardino, CA

Asbestos, Lead, Radon, Environmental Engineering and Consulting, Hazardous Waste, Mold

(PC1283) San Bernardino County Housing: Environmental Abatement Services. The Housing Authority of the County of San Bernardino invites proposal from qualified firms to furnish all labor, materials, supplies, and equipment necessary for the remediation and disposal of (including waste packaging, labeling, and hauling) all Asbestos-Containing Materials (ACM), Asbestos-Containing Construction Materials (ACCM), Lead-Based Paint(LBP), Lead-Containing Building Materials (LCBM), Mold/Fungi Impacted Building Materials (MIBM), and Other Hazardous Materials that would be impacted from residential apartment/duplex units, facility building renovations, buildings scheduled for demolition and emergency response clean-up for accidental hazardous materials spills. Contractor shall furnish all labor, material, equipment and services required to perform environmental abatement services. Services to include but not limited to, writing of procedure 5 plan, coordination with HACSB Consultant company, AQMD, and HACSB staff. The goal of this Solicitation is to select the most qualified firms / contractors for placement on a Roster. Each firm / contractor selected for the Roster will sign an On-Call Contract for Environmental Abatement Services that will not include any specific scope of services. As work assignments arise, HACSB will notify one or more firms or contractors from the Roster and negotiate the scope of work and compensation, to be formalized in a Work Order to the On-Call Contract. REQUIREMENTS On an as-needed basis, Contractors shall perform all Work in compliance with all applicable regulations, codes, ordinances, and standards of governing authorities (including HACSB policies) having jurisdiction and the requirements within site-specified site plans. These requirements include providing HACSB with: (a) Submittals prior to the commencement of a project, such as, detailed job-specific plan, emergency preparedness plan, Material Safety Data Sheets (MSDS), and project closeout information; (b) an emergency planning and procedures; (c) Fire protection plan; (d) IIPP (Illness & Injury Prevention Program); (e) Respiratory Protection Program; and (f)Permits and notifications for the work. Contractor to provide HACSB with copy of all “Dump tickets” including weight, materials, and location. ESTIMATE HACSB shall pay the contractor for the performance of the Contract, in current funds, subject to additions and deductions, as provided in the General Conditions and Supplementary Conditions, the total contract firm-fixed-price as derived from the fee schedule that is submitted with this IFB. QUALIFICATIONS All Contractors working under the firm must be certified in the areas of expertise and be registered with the following licenses: (a) Provide your firm’s State of CA, Contractors State License Board, Contractor’s License Number; (b) Provide your firm’s State of CA, Contractors State Board, Asbestos Certification Number; (c) Provide your firm’s State of CA, Occupational Safety and Health Administration (OSHA), Certificate of Registration for Asbestos-Related Work, Certificate Number (DOSH Registration Number); and (d) Any information that the vendor has ever been cited or issued a notice of violation or notice to comply by any federal, state, or local regulatory agency such as OSHA, California Department of Public Safety (CDPH), and Air Quality Management District (AQMD). Additionally, the Contractor shall have previously completed at least four (4) environmental abatement projects and have a minimum of five (5) years practical experience. The Contractor's supervisor(s) shall have supervised a minimum of three environmental abatement projects and have a minimum of eighteen (18) months experience. The Contractor's foreman/workers shall have worked on a minimum of two (2) abatement projects and have a minimum of six (6) months practical experience.
